I get the same error, both with OPAC and Staff templates. I also get it 
with .PO file creation:

./tmpl_process3.pl create -i 
../../intranet/htdocs/intranet-tmpl/prog/en/ -s 
po/de-DE-i-staff-t-prog-v-3000000.po

I've found a solution. A Linux command is missing: msgmerge. On Debian 
it is packaged in 'gettext' package.
