Thanks for volunteering to translate Koha 3 into Turkish. I've added
Turkish to the list of languages at http://translate.koha.org.  I'd
also recommend
that you join the koha-translate list, you can do so from here:

Finally, you may want to get in touch with Tumer Garip from the Near
East University
in Cyprus, as he has done a Turkish translation of the OPAC already
(albeit, not V3,
but some of the strings could be merged over into V3 if we can get ahold of the
POT file ...).
