The redesigned OPAC puts the browse and lists navigation into the global
header. OpacNav is displayed in a left-hand column if set.
I don't find the inconsistency a problem because of the nature of the pages in
question: the login and advanced search screens are specialized interfaces with
clear focus. The search results screen uses the left-hand column for facets,
and I think additional links in that space would be more confusing than
helpful.
