Being able to request an item multiple times is allowable behaviour - think of
a teacher requesting 10 copies of a book.
I don't think they can keep a book an infinite time - the rules on itemtype
would determine that though.
The remaining requests disappearing after the first one is fulfilled is
incorrect behaviour (IMO)
