Please also check manually: C-h v orgstruct-is-++ RET

Or just look what you put into your configuration :)

To be clear orgstruct-mode *is* a minor mode and orgstruct++-mode is the
same minor mode with some replaced variables.  

You won't find orgstruct++-mode advertized as a minor mode.
