In the general case, you can’t do this without losing data. If you write
exclusively English, this should work, though it hasn’t been tested;
(setq mm-coding-system-priorities '(iso-8859-1))
(add-to-list 'mm-body-charset-encoding-alist
'(iso-8859-1 . 8bit))
