Looks that way:
/usr/local/lib/xemacs/site-packages/lisp/gnus/pgg.el
/usr/local/lib/xemacs/site-packages/lisp/gnus/pgg.elc
But, when I add this line to my .gnus:
(require 'pgg)
Then I get the error as soon as I try to reload .gnus.
