What's the meaning of examining and committing in the response message o

Hi Sir,
    I see the example below in the section 7.2. But I don't know what the different between the stage of the examining and committing. Could you kindly explain that?
 
$ cd test
$ cvs remove -f *.c
cvs remove: scheduling a.c for removal
cvs remove: scheduling b.c for removal
cvs remove: use 'cvs commit' to remove these files permanently
$ cvs ci -m "Removed unneeded files"
cvs commit: Examining .
cvs commit: Committing .
