Oracle Jdeveloper has native support for CVS and CVSNT - is this an

To use the SCC a developer has to agree to terms that would contradict
the FOSS GPL license - so no. However the company I work for who
produce the open source CVSNT also have a commercial version with SCCI
integration called CVS Suite.
There are quite a few 'commercial' SCCI interfaces for CVS however as
far as I know - ours is the only one produced by a company who also
sponsors/produces the open source software (in our case CVSNT).
