They are one and the same.  All posts from news:gnu.cvs.help go to the
mailing list and vice versa.  

I think Mark Baushke's point is that if you are asking for help that you
should specify a valid e-mail address in order to receive the help.  You
can discard that address later if you wish, but nevertheless some people
like to reply privately and so the lack of an e-mail address discourages
replies.
