I there were several issues I ran into while trying to help the last person 
trying to run the perl cvs2cl on windows
(search the archive: http://lists.nongnu.org/mailman/listinfo/info-cvs )
but there is a solution that may be enough for you... assuming you have CVSNT 
installed it comes with a python version of the script, cvs2cl.py, that 
reportedly does a reasonable job.

I am sure that Mr. Fogel would however appreciate an update if you can figure 
out how to get the perl version to work on windows.
