I've never heard of such a thing, so I very much doubt that it was
caused by CVS or RCS. Since 1.1 is the initial revision, it *should*
contain the full text. Since the cronologically second (physically
first) 1.1 delta text is empty, it may have been a botched attempt to
manually add a log message without actually revising the file.
