Just another opinion:

Does it have to be CVS? Subversion (SVN) has a global revision; that is,
with every check in, this number is incremented. This might be easier
for your task than fiddling with what CVS provides. Of course, you must
take into account that this number might be incremented even if someone
checks in something on a branch, or if someone works on another project.
