I managed to do it.

Just for the record, the lines that did the magic:

export CVS_RSH="ssh"
export CVSROOT=":ext:address@hidden:/path/to/cvsroot"

then use cvs in the normal fashion.

Short answer is yes.
Details vary depending on the exact client and server versions
(especially if the client or the server is CVSNT/WinCVS/TortoiseCVS).
Most of the setup is  client related - so check that and go to the
appropriate newsgroup for that client.
