If users use the :ext: method, and access repositories through ssh, xinetd
is not involved at all, at least going by how my server is set up. If I
remember correctly, xinetd was used when the pserver was used, but that was
shut down because it seems that pserver is not really deemed "secure".
Since then, xinetd is completely uninvolved in CVS administration.
