Are there any cross platform gui's?  (I'd prefer to run cvs on Linux, but let the admin administer via windows, is this possible?)

Is there a preferred/recommended windows client for CVS?

I can't give you tips on migration as I myself haven't done this kind of migration.

There are gui tools for cvs on windows like "Wincvs" , "Tortoise CVS" even  gui tools are available for Linux also  "lincvs"

Even you can setup cvs on windows through CVSNT.
