ssh connection refused error from local machine

Hi,

We have cvs version 1.11.20 installed on a OS 10.4 machine. Usually we
can access the cvsrepository via ssh.
eg.

cvs -d :ext:address@hidden:/cvsrep co module

that works fine, but when I try to do the same command from the machine
that the repository exists on, I get the following error:

cvs.example.com: Connection refused
cvs [checkout aborted]: end of file from server (consult above messages
if any)

Doing this also fails:

cvs -d :ext:address@hidden:/cvsrep co module

Note, I can still ssh into the machine, so that port is open to me.

Any idea what is going on?
