Above is what I currently do for command-line CVS on Windows. Yes, CVSNT is different from CVS, but they do interoperate remarkably well. The fiddliest part was getting ssh working without installing all of cygwin.

Note that this is NOT CVS, it is CVSNT, a different software package
with a completely different support location.
