Download the source, compile it and copy it into the appropriate
directory. Done.

If you're in the least bit doubtful, then install the new source with a
slightly different name (e.g. cvs-1-11-19 instead of cvs) and use it in
parallel with the existing cvs for a while, until you've convinced
yourself it's safe.
