If it's a WinCVS question you may want to ask on the cvsgui newsgroup (look on the website where you downloaded WinCVS).
 
If you are importing .xls and .doc files you may prefer to use CVSNT (free GPL) using Linux, Windows etc etc.  The CVSNT server comes pre-configured to identify common filetypes.
 
Consider getting a book on CVS such as:

Hi all

I have setup a cvs server using :pserver on port 2401. i have some doubts like
1. how can i setup multiple CVSROOT. like  a particular CVSROOT, should be accessed by only  one group of users
2. i am using wincvs, actually i imported from linux using cvs command amd imported a module consisting of 500MB , which consists of .doc, .xls, etc. using wincvs at client place, i checked out the module, but i am unable to open those .doc files and .xls files as they have encoded in ASCII format, i think they should be in binary format.

please guide
