In your commitinfo file, just say

ALL     /path/to/script/check_fnlen

#! /bin/bash
typeset -ir MAXALLOWEDLEN=32
typeset -r fn=${1##*/}
(( ${#fn} < $MAXALLOWEDLEN ))
