That RCS file has definitely been corrupted.  I strongly suggest you run
the contrib/check_cvs script to check all the files in your repository
for corruption.  Unless you've been modifying that RCS file with
something other than CVS or RCS, you have a serious system integrity
issue that you need to track down and fix.  If you are accessing your
repository with some kind of network file system, that is almost
certainly the problem.  If not, you may well have a hardware problem of
some sort.
