Apparently not, or you wouldn't be getting "Permission denied". :-)
Have the user try to rename the file from the command line -- you'll
undoubtedly get exactly the same result. If your repository is on some
kind of network file system, it's entirely possible that it has some
kind of extended permission that are causing the problem.
