loginfo log message problem on windows tkcvs

I'm having a problem accessing the log message from
loginfo, and my problem seems to be unique to TkCVS on
Windows.  My loginfo file is as follows:

DEFAULT cat >> $CVSROOT/CVSROOT/commitlog

Everything works fine (log message gets properly
written to commitlog) when I do commits on the
following systems:

1) UNIX cvs command line (CVS version 1.11.5)
2) UNIX TkCVS (TkCVS version 7.2.4)
3) Windows cygwin cvs command line (CVS version
1.11.5)

The problem comes when I try to commit from TkCVS on
Windows.  Apparently nothing is getting passed to
STDIN in this case.  All I get is a
C:\WINNT\system32\cmd.exe window that just sits there
until I exit it out, at which point the commit is
completed, but nothing gets written to commitlog.  But
anything I type into the above cmd.exe window DOES get
written to commitlog.

Any ideas?
