It's not really 100% safe though -- at minimum the default branch must
be returned to the trunk _before_ any other branches are made.

Removing the tags also helps avoid future confusion, and once you've
gone that far then you may as well outdate the 1.1.1.1 revision too.

Personally I think using "cvs add" is easier, even if it means writing a
wee script on the command line to do deep adds.
