That is probably okay with the existing cvs.

Discussions of various problems with binaries and cvs
have been a frequent topic in the info-cvs mailing list.
You may find it useful to look at the archive.

The CvsNt.org tool may be compiled and run on a Linux server.

The WinCVS client is said to work well on windows with the cvsnt
executable.
