The question remains:  "Why yould you want _CVS_ to do that?"

Your problem is not a versioning or change tracking problem with very
minimal support for release management.

Your problem is one of configuration management.

CVS is not, by itself, a configuration management tool.  (nor should it be)

CVS just tracks changes to sets of files in a semi-structured manner and
it allows you to mark uniform sets of revisions of those files with
identifiers that can be used for release management.

You need to build something on top of, or in conjunction with, CVS that
can take your releases and combine them into complete product.
