This is just a shot in the dark since you do not say what OS your own system runs or what version of CVS you're using, but I imagine it is some sort of Windows system with antivirus software running on it. Does the error go away if you disable your antivirus software? This error can occur when AV software is attempting to scan the files as cvs (I've only seen it with cvsnt-derived clients, but that may only be happenstance) writes them to the filesystem.
