If you have a bunch of RCS files you can copy them straight into a CVS
repository.
If you have ordinary files then you normally have to first import and
then check out. There is a program which will create an instant CVS
repository and turn the current directory into a working copy,
removing the separate check-out stage. But I've forgotten its name.
