1) Enforce with your colleague that this is NOT a step to be taken lightly,
and should only be done rarely, if ever.
2) Verify with your colleague that the "cvs remove" command will not be
sufficient. Be sure your colleague justifies *why* "cvs remove" is not
sufficient.
3) Log into the server.
4) Back up the repository *,v file. If/when your colleague changes his/her
mind, you can look like the hero by restoring the file from the backup.
5) Delete the file from the repository.
