That message implies that you have SystemAuth=no in your CVSROOT/config
file.  If <username> is a valid system userid and you don't object to
letting all system users (with the appropriate permissions, of course)
use CVS, then the simplest solution is to change CVSROOT/config to have
SystemAuth=yes (which is, after all, the default).  If you do object to
that, then you'll have to create a CVSROOT/passwd file.  See the manual:
