One of the features is directory structure versioning:

"Under Meta-CVS, the directory structure of a project is versioned in the same 
way as the contents of its files. Concurrent changes to the directory structure 
are permitted. It an be branched, and merged. The program dynamically 
rearranges the structure of the sandbox as you obtain updates from the 
repository, switch branches or retrieve old revisions."

"cvs add <dir>" is an administrative tool only and is just used for repository 
maintenance.  It is not in any way like "cvs add <file>".

Once upon a time, now rather long ago, I wrote a complete proposal for fixing 
"cvs add", but unfortunately I've never got around to the coding
part....   Not enough time and/or money....   :-)
