My apologies to Larry, as this was accidentally sent as a personal
reply, when it should have been sent to the list:

I'm also having this problem on one of my developer's laptops.  He's
running W2K and WinCvs 1.3, beta 12.  The time is set correctly (EDT)
on the laptop and the CVS server (running 1.11.5).  Running a "Status
selection" indicates all files are up-to-date, but the red icon is
still there in WinCvs.

So as a recap - we've got the latest versions of everything, the
times are set correctly on all involved machines, and we've done a 
"Status selection", all to no avail.

Any suggestions for avenues of investigation?
