AFAIK you have to place the parent directory under CVS control, too.
It does not matter where the parent directory is located in CVS, it
can be even a totally unrelated location. CVS is happy to relocate
itself according to the CVS/Root and CVS/Repository information from
the sub-directories. But it insists that the starting directory (in
your case the parent dir) is also under CVS control, although it is not
necessary that the parent is CVS-wise related to the sub-directories.
For instance you could place your parent dir into an empty module of a
totally separate CVS repository.
