You could try looking at JavaCVS. I've grabbed the source for this before
and compiled it to use in a non-standard cvs environment (an AS400
actually), but it has the features you want I think.

I am writing a java app that will need to selectively tag files, and pull
revisons of files that have these custom tags from a CVS repository. Can
anyone point me to some docs or sample code that would explain how I might
do this?
