Yes.

No.  For all subcommands other than diff, HEAD means the most recent
revision on the default branch (which is usually either the trunk or the
vendor branch but can be set otherwise).  For diff, if there's a stick
tag, it means the most recent revision on the branch referred to by the
sticky tag.  If there isn't a sticky tag, I think it has the same
meaning as for the other subcommands.
