You can do this in WinCVS. In the checkout dialog, where it says "Module name and path on the server", just type in the full path to the file - e.g., "/module/name/path/to/phils/file.txt".
/|/|ikeP.S. WinCVS is also scriptable via Tcl and/or Python, so it can probably do anything you desire, provided you have the resources to script it.
