Reg Installation of CVS in Windows-2000

Hi,
I am Arulmanikandan working as a Programmer Analyst in Syntel India
Ltd,Chennai.I have been trying to install CVS in windows-2000.
My doubt is CVS can install (both Client & Server) on same
machine(Win-2000).I installed cvsnt_1.11.1.3.exe for server side and 
WinCVS,Python and Active TCl for client.While configuring ntserver i am
getting the following error.

C:\>cvs passwd -a arulmanikandan_s
Adding user address@hidden
New password: ****
Verify password: ****
cvs [passwd aborted]: reading from server: error -1

Could you correct me this problem please?.
