Problem with 'cvs watch on' not all files are r/o |

Hello list,
I have some problems using the 'cvs watch on' command.
If watch is on and a developer adds a new file, this new file will *sometimes*
not be r/o. One must send 'cvs watch on' once more to make it work.
Is this a real bug, or are we doing something wrong?
We are using:
Concurrent Versions System (CVS) 1.11 (client/server)
Copyright (c) 1989-2000 Brian Berliner, david d `zoo' zuhn,
Jeff Polk, and other authors
on the PC clients and Solaris 2.5.1 server.
thanks,
Uwe
BTW: the spam filter works great, thanks a lot to Russ Herrold !!!
