What do you mean if the tag was ""?  Does that mean there's a file that
contains a blank tag?  Or they're trying to operate on a file and specify
-r "", or something else?

In other words, how can I test this?  Do I need to checkin a file that
contains a specific type of tag, or do I just need to run a specific
command (or commands) on any file?
