rejecteed when logging with passwd apparently OK

Hello,

I'm a newbie with CVS.

I got a problem with CVS :
I setup a passwd file from a "light" /etc/shadow file in $CVSROOT/CVSROOT.

My cvs server seems to work OK, when I try to login
it asks me for the password. I give it the one of the /etc/shadow.  it
answers me :

cvs [login aborted]: connect to localhost(127.0.0.1):2401 failed: Connection
refused.

I'm using xinetd, it seems to come from it, doesn't it?
cvs v1.11.1p1 which comes along with Linux RH6.2
passwd from /etc/shadow with deleted stuff.
RH 6.2
cvsroot in /work/cvs (/work is /dev/hda6)
