Blocking remove tag

Hi,

I'm trying to make it impossible for users to move/delete tags when a
product is released.
I found that I can add a script and do a pre-tagging evaluation using the
taginfo file in CVSROOT. The script can than check a list of "locked tags"
to do the evaluation and block the tagging by returning the correct value.
However, this seems to work for rtag only, not for tag. Can someone help to
make it work for both tagging commands ?
