cvswrappers and -f/-t

I have inherited a CVS repository that uses the -t/-f options in the
"CVSROOT/cvswrappers" file.   I am trying to migrate to version "1.11.1p1"
from version "1.10".  When I try to use the "1.11.1p1" version of cvs to do
anything I get the following error message.  

    $ cvs co xgrab
    cvs [checkout aborted]: -t/-f wrappers not supported by this version of
CVS

It works fine with the "1.10" version.  One for which I do not have the
source. 

The "CVSROOT/cvswrappers" file contains the following:

    *.bref      -f 'icms-bvs -f %s'    -t 'icms-bvs -t %s %s'

I've looked through the FAQ's at www.cvshome.org with no luck.  I've created
a new repository using the "1.11.1p1" version and the comments in its
cvswrappers file still discusses these options.

Any light anyone could shed on this would be greatly appreciated.
