You can have a Commitinfo script to install some type of ACL. I also had this type of requirement in past and I got answer for it. You can have a default entry in Commitinfo script to be executed when someone commits. First thing is that you cannot have a read only Repository, because even the repository admin cannot modify it without doing some forceful work. Best is to put some Access Control list that will limit all users but one to commit to Repository. Check the man page or description for "commitinfo" file and you will find an answer. :-)

module -- but cannot 'checkin' or 'commit' file(s)
 
Is this what Read-Only repository access means?
