branching from a previous version

Hi,
I have 4 versions tagged in my repository e.g., 1.1, 1.2, 1.3, 1.4.
I want to create a branch from 1.3. When do I create the branch ?
Immediately ?
If so at the time of creation of the branch the branch and the head
would have the same code right ? In other words there would be no
difference between the two right ?
When I want to add some additional code to the branch, I just refer to
the branch and add the code right ? In which case, whenever I do a "cvs
co" of the branch I should get all additions including the latest
additions to the branch.
Am I correct ?
If I am wrong please correct me.
