It is. You're only seeing it on one machine because the permissions on
/root are different on the two machines (the machine with the problem
has the preferred permissions).

Yes -- right before the --allow-root.
Also note that CVS 1.10.6 is pretty old -- I suggest upgrading to the
current release (1.11.1p1), which you can get from www.cvshome.org.
