Lose the env line and add:
passenv = PATH
But that wouldn't cause your problem.
Spelling "disable" correctly may fix the problem. If not, check that
the path (/usr/bin/cvs) is correct and that the permissions on that file
are correct. Also check your syslog for error messages from xinetd.
