As soon as you remove a file from the repository, its maintainence is outside
the scope of CVS functionality. When you remove the file from the repository, it
will automatically be removed from the users' sandboxes. This is what you want,
since you'll have another way to retrieve/access the file for new sandboxes (for
instance, the build process).
