Different rights for different users on repository

Hi All

I am setting up a CVS repository for my project. I
want to divide my 
project
members in two groups so that only one group should be
able to check 
in.
second group should only be able to checkout.

I tried readers/writers files. But the users in
readers file can not 
even
checkout as they loose write permissions on history
file of CVS...

Ne idea..???
