MS-DOS filesystems have a two second granularity (i.e. the least
significant field in the modification time is a 5-bit counter, in
units of 2s -- which means that you can indeed have a file with a
modtime of hh:mm:60 as well as hh:mm:00).
Perhaps "sleep 2" then.
